Adaptive Leadership Strategies in PKBM: Integrating Educator Involvement and Communication for Sustainable Community Partnerships

Abstract

This study examines leadership strategies used by PKBM heads to build sustainable community partnerships, with attention to educator involvement and communication. Using a qualitative multi-site design, the research was conducted at PKBM Merah Putih and PKBM Azka Bamega in Kotabaru Regency, involving two heads, ten educators, and six community partners. Data were gathered through interviews, observation, and documentation, then analyzed inductively with Miles and Huberman’s (2014) interactive model and triangulation. Findings indicate that PKBM Merah Putih used participatory leadership, engaging educators in evaluations and collaborative decisions, whereas PKBM Azka Bamega relied on centralized leadership, strong in external partnerships but limited in educator participation. Communication combined coordination meetings, local collaboration, and contextual approaches. Cross-site synthesis revealed an adaptive integrative model balancing internal collaboration and external coordination. The study offers a context-responsive framework for non-formal education governance and practical guidance for strengthening educator capacity, communication, and sustainable partnerships in similar community-based settings nationwide.

Hendry Hermawan, Universitas Lambung Mangkurat

He was born in Kotabaru on December 1, 1981. He is a student at Universitas Lambung Mangkurat (ULM). He completed his undergraduate (S1) degree in English Education at STKIP-PGRI Banjarmasin in 2006 and is currently pursuing a Master’s degree in Educational Administration at Universitas Lambung Mangkurat.

Ahmad Suriansyah, Universitas Lambung Mangkurat

He was born in Kapuas on December 25, 1959. He completed his Bachelor’s degree (S1) in Educational Administration at Universitas Lambung Mangkurat (ULM). He then pursued his Master’s degree (S2) in Educational Management at Institut Keguruan dan Ilmu Pendidikan (IKIP) Malang. Furthermore, he earned his Doctorate (S3) in Educational Management from Universiti Utara Malaysia (UUM).

Sulistiyana Sulistiyana, Universitas Lambung Mangkurat

She was born in Banjarmasin on March 1, 1985. She is a lecturer at Universitas Lambung Mangkurat (ULM), specializing in Educational Management and Guidance and Counseling. She completed her Bachelor’s degree (S1) in Education at Universitas Lambung Mangkurat. She then earned her Master’s degree (S2) in Educational Management at the same university. Furthermore, she obtained her Doctorate (S3) in Educational Administration from Universitas Lambung Mangkurat.

Aslamiah Aslamiah, Universitas Lambung Mangkurat

She was born in Banjarmasin on January 10, 1960. She is a professor at Universitas Lambung Mangkurat (ULM). She completed her undergraduate studies in Educational Administration at ULM. She then earned her Master’s degree in Educational Management from Universitas Islam Nusantara (UNINUS), Bandung. Furthermore, she pursued doctoral studies in Educational Management at Universiti Utara Malaysia (UUM) and Universitas Negeri Malang (UM).
